Every attribution starts from the CNPJ reported by ANAC. From May/18 to Dec/21 ANAC masked every document: in those snapshots the same registration inherits the CNPJ proven in neighbouring snapshots as long as the set of names does not change; anyone who entered and left entirely within that window is left out.
